Buying Direct from Korea or from an EU Wholesaler: The Real Math
Two price lists on the desk. The Korean exporter quotes a unit price thirty percent under the wholesaler's, and the decision looks finished before it starts. We supply European retailers, we watch this one get made most weeks, and we see how it goes four months later.
Our position: direct import wins on volume and on lines you already know repeat. It loses on anything trend led, and it loses hardest on a first order, which is exactly when people try it. The Korean invoice price is the first line of a landed cost.
The short version
- Customs duty on Korean creams, serums, sheet masks, sunscreen and shampoo (HS 3304 and 3305) is zero for any origin in TARIC on 1 September 2026, so the free trade agreement's origin declaration saves nothing on those lines.
- Air cargo from Korea to Europe is billed on chargeable weight, with 6,000 cubic centimetres counting as one kilo under Korean Air Cargo's published tariff, so a cubic metre of boxed skincare pays for 167 kilos however light it is.
- Under Article 4(5) of Regulation (EC) 1223/2009 an importer of cosmetics is the responsible person by law, with a safety report, a product information file and a CPNP notification per product before the first sale.
The free trade agreement saves nothing on most of your order
Read the Commission's TARIC database on 1 September 2026 for Korean origin and the third country duty is already zero on the codes carrying most of a K-beauty assortment: 3304 99 00 for creams, serums, essences, sunscreen and sheet masks, make-up across 3304, shampoos in 3305, soap bars in 3401 11 00. The preference is also zero, so the origin paperwork buys nothing.
Two families differ. Deodorants, bath preparations, after shave and cosmetic wipes sit in 3307 at 6.5 percent, and liquid or cream skin washing preparations in 3401 30 00 at 4.0 percent, both falling to zero under the preference. A 30,000 euro order of serums gains nothing. The same order in cleansing gels gains 1,200 euros. Ask for the origin declaration where the code carries duty and nowhere else.
Where duty does apply, the exporter self certifies on a commercial document, and if customs query origin later with no adequate answer inside ten months, Article 27 of the origin protocol recovers the duty from you, not the seller in Seoul. Which is why a platform offering to write a lower value on your invoice is selling you a liability.
Air freight bills the size of your boxes, not their weight
Korean Air Cargo's published tariff states it in one line: 6,000 cubic centimetres counts as one kilo, and you are billed on actual or volumetric weight, whichever is higher. In the unit a buyer thinks in, a cubic metre of air cargo is billed as 167 kilos however light it is. Boxed skincare never reaches that density once you count the folding carton, the leaflet, the void fill and the outer shipper. You pay for the box, at a rate that ran US$4.42 per kilo Asia Pacific to Europe in week 34 of 2026 on WorldACD's index, 16 percent below eight weeks earlier, Korean origin above the regional average.
The fixed charges decide it. Documentation, origin handling, terminal fees, clearance and the broker land once per shipment whatever its size. A 400 dollar tail on two cartons holding 600 units adds 67 cents a unit. The same tail on four pallets holding 12,000 units adds three cents. Identical lane, identical rate, freight per unit differing by more than double. The Korean side charges work the same way: KRW 3,100 for the air waybill, a collect fee of five percent with a KRW 12,900 minimum, and dangerous goods handling at KRW 20,000 per package, minimum KRW 130,000 per shipment, for aerosols, high alcohol toners and some nail lines. On a small mixed order that last one can exceed the freight. A wholesaler's price is the same freight spread across a full aircraft and the same compliance spread across many buyers.
The invoice comes with a legal role attached
Article 4(5) of the cosmetics regulation makes each importer the responsible person for the products it places on the market. There is no opt out, only the option to mandate someone established in the EU who accepts in writing. Buy direct and the role is yours by operation of law.
It brings a safety assessment and safety report per product, a product information file kept ten years after the last batch, and a CPNP notification before sale. The portal is free; the work that fills it is priced per SKU, the wrong shape for a broad assortment. Article 19(1) puts your own company name, address and the country of origin on every unit, in the language of the country where it is sold rather than the one where it cleared customs. Korean packaging satisfies none of that, so over labelling is a condition of legal sale and a per unit cost per country.
Buy from a wholesaler that already imported the goods and your obligations shrink to a verification checklist. One trap survives: translate a labelling element yourself to open a second market and Article 13(3) makes you a notifier. The working capital gap is weeks, not percent
Import VAT is charged on the customs value, which under the Union Customs Code already contains freight to the EU border, and the VAT Directive adds the inland leg on top, so air freight at a third of invoice value inflates a tax you finance twice over. You get it back, but the cash is real while it is out. Austria posts import VAT to your tax account rather than collecting it at the border if you declare that choice in the customs declaration, and Germany's deferment account moves it to the 26th of the second following month.
Then the minimums, set per brand and often per SKU against an assortment that is broad by nature. Multiply a modest per SKU minimum by the lines a shelf needs to look credible and the capital requirement grows faster than the discount does, the same arithmetic behind how much stock a new K-beauty store actually needs on day one. Sea freight is cheap per kilo and expensive in cash, because the money sits in a container for weeks and Korean boxes usually transship, Busan being thinly served on the Cape routed Asia to North Europe strings. Shelf life starts running long before your customer sees the product. Sea suits repeat lines in volume. Air suits anything trend led.
The landed cost worksheet
One SKU, two columns, ten minutes on paper. Three of these numbers are published nowhere credible: destination clearance and handling, responsible person fees, and your own carton density. Get the first two in writing, measure the third.
Column A, direct from Korea. Add per unit:
- Unit price on the Korean invoice at today's rate. Confirm no Korean VAT line; exports are zero rated, so ten percent on an export invoice is dead money nobody in the EU refunds.
- Units and cartons. Every line below divides by them.
- Chargeable weight. Measure one outer carton, multiply length by width by height in centimetres, divide by 6,000, multiply by cartons. Compare against actual weight, take the higher.
- Air freight: rate per kilo times line 3, divided by units. Note the week it was quoted.
- Origin surcharges: fuel per kilo, air waybill fee, collect fee, and dangerous goods handling if the order holds aerosols, high alcohol toners or nail products.
- Destination fixed tail: handling, terminal, clearance and broker, as one written per shipment figure.
- Duty: zero on 3304, 3305 and soap bars, 6.5 percent on 3307, 4.0 percent on 3401 30 00, on invoice plus freight to the border.
- Labelling: translation and artwork once per SKU per language, plus print and application per unit.
- Responsible person: annual fee divided by your SKU count, then by units of that SKU you sell in a year.
- Safety report, product information file and CPNP work per SKU, spread the same way.
- Packaging EPR fee per kilo of packaging placed on the national market.
- Cost of money: unit price times weeks between paying and selling, times your cost of capital, divided by 52.
Column B, from an EU wholesaler. Add per unit:
- Delivered wholesale unit price.
- Cost of money on the shorter gap between paying and selling.
Lines 4 to 7 divide by units, so run column A twice: at the order you want, and at the smallest one you would realistically place. If it only wins at a size you cannot fund, it does not win.
Questions buyers ask
Can my Korean supplier under declare the invoice value to lower my customs charges?
Some Korean platforms offer it in their FAQ, and the exposure is entirely yours, because the customs declaration is lodged in your name as the importer. On creams, serums, masks and shampoos the duty for Korean origin is already zero in 2026, so an undervalued invoice only lowers the import VAT, which a VAT registered business deducts as input tax anyway. The saving is close to nothing, and the penalty exposure, plus a purchase invoice that no longer matches what you paid, stays with you.
Does my Korean supplier need a EUR.1 certificate for the free trade agreement?
No. The EU Korea agreement works on an origin declaration written by the exporter on the invoice or another commercial document, and there is no EUR.1 or chamber certificate in it. Any exporter may write it for a consignment up to 6,000 euros; above that the Korean exporter needs approved exporter status from Korea Customs, with the authorisation number in the declaration, and a REX number belongs to other agreements and proves nothing here. The declaration is valid for 12 months, and a trader who resells can only write it while holding the producer's statements of origin.
What do I have to check on the label when I buy from an EU wholesaler?
Article 6 of the cosmetics regulation gives a distributor a verification duty rather than a notification duty. Before the product goes on the shelf, check that the pack carries the name and address of an EU responsible person, the country of origin, a batch number and the ingredient list, that the mandatory text is in the language of the country you sell in, and that the minimum durability date has not passed. Keep storage within the conditions on the pack, and if a product turns out non compliant you are obliged to inform the responsible person and the authorities. Resold as it arrived, nothing goes into the CPNP from your side.
